So they only use 5 to 10% of the fuel before it is discarded as waste. They could very easily sell it to other countries to use, but they don't allow that. If they used it properly, there wouldn't be any nuclear waste.Its about control over the planet and that means they need to reduce the population drastically in order to achieve the control they want.
